Unsatisfied with the current ad blockers for Spotify, I decided to make my own.
The answer is yes. There are some Spotify ad blockers for you to block Spotify ads without paying a fee to Spotify premium. Option 1 Use Spotify MOD app If you don't want to pay for the premium, there are some ad-blocking software. Millions of people blocked Spotify ads using this method. However, they are not safe. The easiest, safest, and most effective way to block ads altogether is to subscribe to Spotify Premium. Apart from ad-free music, paying subscribers get a range of valuable features: access to Spotify across all your devices, the ability to download songs to listen offline, unlimited access to its huge music library, and even higher sound quality. EZBlocker is not exactly an ad blocker, but more of an ad muter which stops Spotify from loading ads. Whenever a new ad loads on Spotify, the EZBlocker will pause Spotify until the ad is completed. The good thing about this application is that you don’t have to install it on your computer as it can be run from a small sized executable file. It blocks all ads, not just Spotify. Now I can't access most sites because they want me to remove the ad blocker. I removed disabled and removed this extension, but it's still active. (For the developer's comment below) Yes, it's blocking all ads. And it can't be another app, because this is the first and only ad blocker.
The major problems I found with the publicly available ones were:
(1) They hook onto Spotify in a really weird way that messes up the window (can’t minimize, drags Spotify off the screen, changes Spotify’s size to 1×1)
(2) They didn’t work at times (ads still played)
(3) They didn’t work with some Spotify apps (most notably, Soundrop)
(4) Some just mute the whole computer instead of just Spotify.

The solution? EZBlocker! It’s is an extremely simple ad blocker for Spotify that works on a blacklist (“blocklist”). When an ad plays, a notification balloon will appear, which, when clicked, will add that ad to the blocklist. When an ad is blocked, only Spotify is muted, so other sounds (like ones from a game) will be unaffected.
